ADVOCACY ON WOMEN PEACE AND SECURITY (1325)
The G5 Sahel Regional Conference I. of Women Parliamentaria
FAS’ contribution to the security issue in the G5 Sahel was marked by the organization of the G5 Sahel Regional Conference of Women
Parliamentarians, on the theme: «Leadership of G5 Sahel Women Parliamentarians for the Prevention and Combating of Violent Extre-
2016 Activity Report 9 mism». Held at the Palace of Democracy, National Assembly of the Republic of Chad on 19 and 20 June 2017, this conference follows several previous meetings that aimed to involve women from the G5 Sahel space in the fight against violent extremism in this area. The purpose of this conference was This project was a12 month partnership between FAS, UN Women and the Government of Japan. It was conceived out of the Bangui Forum for National Reconciliation held on 4-11 May 2015. The project was implemented in 2015 but, the activities and achievements presented herein were carried out in 2016. One of the key recommendations that emerged from the Forum was the need to “Raise awareness and mobilize women around national
reconciliation activities and promote them as mediators of peace.” In that perspective, FAS has partnered with UN Women and launched this project: As reported in the 2015 report, the project focused on the following overall objectives
- Mobilize women parliamentarians around the prevention and fight against violent extremism in the Sahel
- Identify ways and means to enhance their leadership and their contributions to advocacy efforts towards prevention and fight against this phenomenon in full expansion in Africa and more particularly in the Sahel region.
Some suggestions for the prevention of violent extremism were made;
• Women parliamentarians had a better understanding of all the factors related to violent extremism;
• Strengthened schooling and literacy, and inclusive decision-making
Women parliamentarians ignore the actual situation of the Violent Extremism, as well as
laws and resolutions related to it;
• They are confronted with their weak technical capacity in terms of strategies and techniques for preventing and combating Violent Extremism;
• The lack of consultation frameworks between the various stakeholders including governments, parliaments and technical partners was raised as a major challenge as well as the
weak synergy of actions between women parliamentarians;
• Women parliamentarians must obey the instructions of their political parties, which sometimes constitute a handicap to their free expression on the issues of prevention and
fight against Violent Extremism;
• Lack of financial and logistical means for the implementation of advocacy proposals to
governments is a major challenge;
• Lack of resources to promote access for women victims through production, including in
their place of refuge (?);
• Ensure the monitoring and evaluation for effective implementation of the proposals and
strengthen the partnership;
• Develop an action plan for preventing and combating violent extremism.
Senegalese Women’s Platform for Peace and II.Security «ËTU JAMM»
The Senegalese Women’s Platform for Peace and Security “ËTU JAMM”(‘’PEACE SPACE’’ in Wolof), is set up by more than fifty women’s
organizations from various backgrounds of Senegalese and Pan-African civil society, and coordinated by Femmes Africa Solidarité. It is unique because of the credibility, the legitimacy of the organizations that make it up, their recognized leadership and especially the code of conduct adopted (self-giving, commitment, motivation) but also the cohesion; the Platform has played a leading
role in the prevention and management of violence, through its mobilization and mediation for inclusive and participatory peaThe Platform had as objectives to advocate for free, fair, peaceful and transparent elections, ensure clear media messages on gender, peace and security during and after the electoral process, increase the voice and involvement of women in peaceful and nonviolent elections in Senegal and raise awareness on the primacy of national peace and stability over individual interests. It is for this
reason that the platform has organized and once again participated in awareness raising and capacity building activities in the
context of the July 2017 legislative elections in Senegal with support from PAC. These activities have been divided into three main actions:
